A list of senior Govt functionaries/ Officers/ Public Representatives is prepared by The Ministry of Home, Govt of India which is known as protocol list. This list is as per the hierarchy of important positions. Suppose you have cooked something special at home. I believe you will first offer this dish to your Grandfather, then to your Grandmother, then your Father, then your Mother, then your elder brother/ sister. My Dear Young Indians, Assume that a family consumes 1,000 lites of water every day (To bathe, wash clothes, drinking etc) But the overhead water tank (on rooftop) or underground water tank that the family maintains at their home would be much bigger. Capacity of water tanks would be 5,000 or 10,000 litres. Water that we store at our home is more than our daily requirement. Why do we do this ? Because in case we face water shortage, we will be able to meet our water requirements with the stored water. A similar logic applies to Crude Oil/ Petroleum also. Countries that do not have sufficient reserves of crude oil of their own have to depend on imports. My Dear Young Indians, Indian does not have sufficient reserves of crude oil hence we have to import around 80% of our requirements. After independence we had foreign-private companies importing and selling petroleum products in India- Petrol, Diesel, Kerosene, Lubricants etc. These companies were Esso Standard, Lube India Ltd, Caltex, Burmah Shell and some smaller companies. In 1959, the Govt of India created its own company to import crude oil or petroleum- The Indian Oil Corporation Limited (IOCL). In the 1970s two more Oil Companies were incorporated- Hindustan Petroleum Corporation Limited (HPCL) and Bharat Petroleum Corporation (BPCL)   What was the need to create new Govt companies in the same sector ?
